Fair and just solutions? Alternatives to litigation in Nazi looted art disputes: status quo and new developments, 27 November 2012
Today, fourteen years after the signing of the Washington Principles, the debate about Nazi-looted art is still topical. The call for just and fair solutions and alternative dispute resolution in ownership disputes has led a number of countries to set up advisory committees or panels. For the first time, on the occasion of the tenth anniversa ry of the Dutch Restitutions Committee, five European advisory committees will meet in the Peace Palace in The Hague.
The Restitutions Committee is taking this opportunity to organise a one-day symposium to evaluate the status quo of dispute resolution in Nazi-looted art cases in and beyond the countries that have installed advisory committees. Leading experts from different countries will participate in an interdisciplinary discussion to explore the question of how to reconcile the different interests of former and present owners. Attention will be focused on disputes involving one or more private parties, i.e. a natural person or a private-law entity, as opposed to problems relating to intergovernmental disputes.

Walk of Truth Conference 2012
On 22-23 October, 2012, Walk of Truth will organize an International Conference on looted art at the Peace Palace, The Hague whereby an international summit of experts will address issues concerning the protection of cultural heritage and art trafficking in areas affected by conflict. Titled ‘Protecting Art from Crime, disputes and war’, this two-day conference aims to attract representatives of governmental and non-governmental organisations, law enforcement agencies and legal experts, who will tackle problems that have surfaced under the existing legal framework. The Conference will address the entire spectrum of issues related to crimes against cultural heritage: prevention, combat and prevention. It will also tell the story behind looted and ‘homeless’ artifacts and make concrete recommendations for the future.
The Conference 2012 Mission
The aim of the talks will be to clearly define the roles and responsibilities of all parties involved in cultural heritage protection, which include NGOs, law enforcement agencies and legal authorities, as well as museums, dealers, and owners of cultural property. Results of the conference will be summed up in a list of recommendations and a report will be published with the conclusions.

Dear friends and colleagues,
The Association of National Committees of the Blue Shield is still a young organisation but the first term of office of the board elected in late 2008 has come to an end. Therefore, I cordially invite you to participate in the general assembly taking place from the 25th to the 27th of April 2012 in Vienna.The past years have rushed by quickly. We have been busy setting up the Association and getting things rolling: moving into an office in The Hague (we are currently moving again), getting the statutes passed, launching a website, building relations with ICBS, UNESCO and other partners, and much more. We, of course, worked on setting up a network of communication and cooperation among the national committees and to encourage and support the founding of new committees in many countries. Beyond that we worked hard to promote the basic ideas of Blue Shield in the public as well as in the international scientific and expert community.
We also took up the challenge and responded to disasters at a moment when we were just established. Our first mission, where we could gain experience as an organisation, was on the occasion of the collapse of the city archive in Cologne, Germany. Our biggest challenge, so far, was and is our mission to shaken Haiti. Recently we invested much effort in our fact finding missions to Egypt and Libya. But beyond these more intensive ventures we observed and reacted to many other crises, like the earthquakes in Chile, Italy or New Zealand, the war in Georgia and the Gaza Strip, and others.
Nonetheless, we want to become better, more efficient, and more involved. One key to this goal is your participation in the general assembly. Beside the necessary and vitally important day with reports from the ANCBS board and from ICBS as well as from the national committees and other organisations participating, we have prepared for an interesting programme that is attractive for experts from all fields of cultural property protection.

Mediterranean. It aims to study the entwining of these two phenomena and

This course will focus on art crime during times of armed conflict. It will examine particular crimes against art during times of war, ranging over 2000 years, from Classical Antiquity right through to the wars in Iraq/ Afghanistan, placing them in their historical contexts. It will examine the international legal responses to such crimes, and consider aspects of available private law remedies that seek to redress earlier art crimes.

Conference: World War II: History, Arts and Memory
_The session will be divided into three
complementary sections with the aim of exploring in an original manner a
historical moment—the Second World War—that is crucial for the
understanding of the contemporary world. The first part of the course
will be devoted to the study of Franco-American relations during the
war, providing us the opportunity to revisit well-known political and
military events from the perspective of American press coverage. The
second part of the course will examine the war through the official War
Artists' scheme launched in 1939. The third and final part of the course
will approach the memory of the Second World War through films that
have played a crucial role in shaping our memory of this event, from
1945 to the present day.

On October 20th, GHF hosted The Forum on Cultural Heritage in a Developing World at Spencer House in London, England. The forum’s aims were to develop awareness among a select group of influential decision makers about the threats facing many cultural heritage sites across the developing world; identify innovative solutions to protect, preserve and manage these sites; and multiply funding for heritage preservation in these regions.

Conference: Conflict and Commemoration
As 2012 marks the 200th anniversary of the start of the War of 1812, the 2012 AAO conference programme will take as its theme “Conflict and Commemoration.” This timely theme provides an opportunity for archivists to explore the intersection of our mission and work with conflict, in its broadest sense, and commemoration.
Archives across the province house collections that document the conflicts -– be they armed or non-violent, formal or unofficial -- that have shaped our communities and our province. Ontarians have participated in Canada’s armed conflicts (the War of 1812, the First and Second World Wars, and the Korean War, for example), and have been a part of conflict stemming from social, class, religious and other types of difference and discord. Archives and archivists have a significant role to play in the commemoration of events like wars, rebellions, strikes, social unrest, schisms, and persecutions.
The 2012 AAO Conference in Torontowill explore the issues associated with collecting and making available archival records that document conflict, and discuss the ways in which archives can and do participate in the commemoration of these events. The Programme Committee invites proposals on the themes including, but not limited to the following:
- Collection development challenges and opportunities in documenting conflict
- How have conflicts been documented in the past? What are the challenges for documenting conflict in the 21st century?
- Collaborations between archives, museums, libraries and other partners to commemorate and interpret conflicts such as the War of 1812
- Experiences and challenges documenting ongoing social, class, labour or religious conflict
- Outreach programmes including exhibits and educational programming that commemorate conflict
- The acquisition or use of non-textual media, such as documentary art and maps, to enhance our understanding of war and conflicts
